The Thunder Bay Public Library is interested in receiving proposal submissions from qualified experts in architectural, structural, civil, electrical and mechanical fields, who will prepare designs and provide a budget for the renovation of a 75,000 sq ft space in Intercity Mall once designated a Lowe’s Building supply store to house a new Central Library for the City of Thunder Bay. The intention is to secure a lease with the landlord once approval of the project budget has been obtained.

The selected proponent 

• will work with the TBPL Steering Committee to evaluate current needs, gather input and analyze available options for the renovation of the space.
• provide a preliminary design memorandum, including design criteria, a project budget and preliminary drawings sufficient to secure funding and approval to proceed with the project from City Council. 

Upon approval of the project by City Council the project will continue with the remaining steps of the design and building process consisting of phases III through V. 

The project will require a review of the Thunder Bay Public Library Facility Functional Design document, incorporating design aspects and specifications found in the document to conform to the existing building envelope. The areas designated include but not limited to:

1. Children’s Library and play area
2. Gaming Space
3. Community Services Space with bookable meeting spaces
4. Adult Collections Area with bookable meeting spaces
5. Indigenous Knowledge Centre
6. Food/Beverage Kiosk
7. Employee Workspaces
8. Business Partner Spaces
9. Outdoor space (not included in the 75,000 sq ft)
